i would like to start my first project and would like to know if the LILYGO® T3S3 V1.0 ESP32-S3 LoRa SX1280 2.4G supports the meshtastic android app for easy bluetooth based P2P massaging between two smartphones like the T-Echo ?

Yes, it is supposed, note that 2.4Ghz LoRa’s reach is much shorter than 433/868/923 Mhz. Much like wifi walls and obstacles will affect range
