LORA TX POWER Setting - Absolute or relative

HI, noob here.
I’m looking into how to improve SNR of my setup using Preamps, SAW filters etc. Many of these devices have thru PMax ratings of 20dBm or so, which I am keen to observe!
Questions:

  1. is the Settings/Lora TX Power setting an absolute figure which sets a current limit for the onboard TX PA section, probably derived from a table for each device type?
    In other words, for my SX1262, capable of max 22dBm do I set Lora TX Power to 20dBm to limit to 20dBm?
    Or

  2. is the setting relative to the maximum TX Power allowed by the Region parameter?
    Eg EUR-868 sets TX Pwr to 27dBm even though the SX1262 can only deliver 22dBm, so to limit actual output to 20dBm the value to set would be ((27/22) x20 ) =24.5?

  3. How accurate will the set TX Power output limit be in percentage terms?

The firmware will set it to the minimum of what you configure, the regional limit and what the radio is capable of.
