I have LineageOS, a custom Android rom and was experiencing difficulty establishing a bluetooth connection in the Meshtastic app. The solution for me was to access the Android settings, search for bluetooth, and switch on “Bluetooth Scanning”. Restart the Android device and attempt to pair again.

thanks for that useful datapoint. yah - I guess they turned that off to save a (small) amount of power - but we need it to find devices.
